First battle in skirmish mode: the enemy has favors already?

Hello all,

I felt like a child getting whipped trying out the SPM faction.
It was such a hard battle against either the orks, the SPM or the Imperium. I play in normal mode, and I'm an adequate player, so I should come out on top without too much hassle right?

Then against the Imperium, I notice that the light cruiser has 2 upgrades, even though you can't get even one starting your fleet. Then I see: Adeptus Mechanicus favor.
OK, so each of the enemy ships has like 250 points worth of upgrades...

How can that be? Is that a bug ?

It's not a bug. You will be placed against players that may be lower or higher than your admiral's level in addition to the ones of an equal level. Favours are cheaper on light cruiser, they cost more when you go up in the ship types. A battleship has a VERY high fitting cost for a favour. If he fit adept favour first, getting skills and upgrades become cheaper for him.

Shitty MM with shitty "levels" tacked on for babies who need progression in their competitive multiplayer battle arenas.

Err. Right.

So what's the point of choosing a difficulty level for your solo skirmish admiral?

If I start to choose hard, or Elite, yes, of course I expect the game to give a bonus to my opponent to make the fight more of a challenge.

But if I choose normal, I expect normal difficulty.
So it may not be a bug, but I have trouble understanding the rationale.

Okay that's more clear, you were asking about AI opponents having better stuff.
