At level 1 you should start with 2 cruisers
Level 2 adds a light cruiser
level 3 adds another cruiser

And if they were worrying about the points being too high and people spamming escorts causing lag and whatnot, then they could just have straight up added in a 'command limit' value which is the total number of ships you can choose to use in the match at once.
Well guys I think I have it now.
1 for the game mode 1400 Point battles, the escorts are simply locked, you can't take them to the battle.
2 For more Admiral level, you start to collect ships that can't be upgraded and are on an extra panel for large scale battles,
like Custodians for 300 points, but have no upgrades or abilities.
So example 2000 point battle , you can take your "hero ships"
or select by for example tau so many support ships you want
let me call it "reserve ships", without any upgrades or abilities.
Custodian = 300 points
The Demiurg Stronghold = 200 points
Protector = 150 points
Emissary = 100 points
Yes 2 custodian sound first mega epic dangerous, but think of it,
without any skills, upgrades or abilities, he is no danger for a any fleet.
So this way we can have our huge fleet game mode.
