It has been eleven years since the Siege of Terra by the arch-traitor Horus. The Imperium is in ruins, awaiting the rebuilding, the loyalist Primarchs are in mourning, the Emperor has been interred into the Golden Throne, the second Founding has taken place, Corvus Corax has departed, and the Imperium is being rebuilt. Or will be.

The first meeting of the High Lords of Terra has been arranged and begins now on holy Terra itself.

And so we come to the State of the Imperium.

My Greetings Lords,

I ask now for forgiveness for any harsh words I use, as I am a soldier after all and wanton to be blunt. That aside, there is much to be done.

I'll start with my biggest concern. The Segmentum Obscurus is still heavily under the sway of the foul Traitor Legions and is in heavy revolt. The majority of troops who were stationed there have since turned from the Emperor's Light, work of the Word Bearers I believe. As it stands, the Imperial Guard cannot hold off the enemy in the Segmentum Obscuruson with the current state of affairs.

Now, I have the manpower to reclaim those worlds for the Imperium, but I will need the damn fleet to get its head out of it's arse and stop chasing down small raiding fleets. I need bloody transports and escorts, or else we will lose the Segmentum to the Traitors altogether.

Furthermore, there is a severe lack of heavy firepower within the Segmentum. Currently the only Titan Legions are Legio's Arcana, Belliropha and Corvena, and there is even a lack of super heavy tank companies. By comparison, at least 5 traitor titan legions have been reported within the Segmentum.

For now I will leave my complaints there, and instead give my thoughts on the wider picture. As a start, the Imperium needs to be focused on three fronts as of now; Dealing with Enemies Without, Dealing with Enemies Within and Rebuilding the Imperium.

As is to be expected, beating back the Traitor Legions and their lackeys is a priority, although we must not forget the xenos species as well. Cadia in particular is a key part in solving this first issue. With the current conflict within that region, I intend to move the surplus of troops from within the Segmentum Solar to Cadia, then onwards to the Segmentum Obscurus as a second wave of reinforcements.

A second force, made up of surplus regiments from the Segmentum Ultima should be able to be routed to the Obscurus warzones to provide some much needed manpower in the Segmentum. Fabricator General, if you can organize support in the form of your factory fleets and several Titan Legions, do so. With your forces we may be able to reclaim the worlds there.

Of my second point about the Enemies Within, it is obvious that not every traitor has been found who has hidden away within our ranks. This problem needs to be dealt with and fast. The last thing we need to see is ammunition dumps making high explosive mushroom clouds thanks to traitors and heretics.

The application of thorough screening to determine any signs of heresy is needed, as is security to make sure that no severe damage can be caused by any traitors who have remained undetected.

Finally, many of the worlds of the Imperium burn right now. We need to take time to rebuild and rearm ourselves, both to repair and consolidate what resources we do have, but also to prepare for the future when we will have the opportunity to begin our expansion again.

Most Honorable peers, we have much work to do. Since the Emperor heroically fell in combat against the accursed Horus, it is now our solemn duty to guide this Empire through this difficult time. The Great War has ended, though it's effects are still keenly felt. Wars still rage across the stars, heretics and traitors still exist among our ranks, and alien eyes watch us keenly for how we will deal with these threats, and for their own opportunity to strike. Most importantly, the faithful populace of the Imperium watches us too. They look to us for strength, for leadership, and for safety after the interminably long war.

I say we shall give them all these things. This is how I propose we shall do it.

The time for progress and expansion will come, but it is not yet. Our hold over the star systems we have is fragile at best, and we must ensure that we lose no more ground. Our full efforts should be set on consolidation and security, to ensure that what gains we have made we do not lose. This, in time, will allow our citizens to prosper and flourish, free from the fear of impending war or catastrophe. This will allow us to grow as an Empire, and maintain our rightful place among the stars. First we must deal with these threats.

I intend for my Arbites to set up an iron fist of control upon all the star systems we currently rule. Their primary role will be to protect the populace, and show them that we can provide them the safety and security they so desperately crave. Their second priority to will be to root out and eliminate any threat still skulking in the shadows, and I do intend to offer my full support to the Inquisition in this matter. We will also set up auxiliary policing forces across our worlds, who will run separate from the Arbites but who will ultimately answer to me. These forces will greatly aid our efforts to maintain peace in our Empire.

By ensuring this firm security, we will support the efforts of my esteemed colleagues the Lord Commander Militant of the imperial Guard and The Lord High Admiral of the Imperial Navy. I agree with the Commander Militant that our military's efforts should now be focused on recapturing and holding the Segmentum Obscurus. They can only succeed in this if the ground we have already secured is safe behind them, so they can concentrate their full might on securing what we might soon lose. If this crusade is successful, it will show the Galaxy that we are an effective force, capable of prosecuting a successful war and competent enough to hold on to what we currently have.

My budget proposals are as follows:

Expansion: 0 - the time for growth will come.
Security: 4 - Security brings prosperity
Crusades: 3 - We will retake the Segmentum Obscurus!
Purification: 4 - Suffer no traitor to live
Consolidation: 4 - We must hold on to what we have

Greetings, Fellow Lords,

The Imperium of Mankind is at its most vulnerable and exposed as of now. Her citizens, the lifeblood of the Imperium, are isolated and fraught with despair. They are without direction or hope, like lost lambs in the midst of jackals. Without the guiding Light of He Who Sits on the Throne, more will walk down that dark path.

The Traitor Legions have been hounded to the Eye of Terror… for the moment. Yet their misguided and blasphemous servants continue to spread disorder and terror across Segmentum Obscurus. Loyal worlds burn.

Consolidation of our Empire is a priority, make no mistake of my words. But what is needed, now more than ever, is a show of force. Those loyal servants who have not fallen to the predations of Chaos must have reassurance that together, we stand strong. More so, we must have a unifying force to bind the disparate worlds of Man into a single entity.

To this end, I, Julius Krastus, invoking the power vested in me by the Order of the Temple of the Savior Emperor of the Ministorum, second only to Him on Earth, call for a Crusade of Faith.

Now, I know that some of you (I will not stoop low enough to give names) may dismiss this calling as drivel. Heed my words, fellow High Lords, for it may yet save us all from the precipice which we stand upon.

The Imperial Cult has spread throughout Segmentum Solar, and with great leaps and bounds. Even as I speak, more Ministorum Preachers and Missionaries seek to push these boundaries ever greater. Those that hear the Words of the Lectitio Divinitatus are filled with a fire that never dies. It is my genuine belief, and it is indeed belief of the Divine, that Faith in the Emperor shall overcome our greatest of trials in an uncaring and cold universe.

This Crusade of Faith shall seek to achieve two monumental tasks: The rebuilding and reinforcement of Segmentum Solar, and the reunification of Segmentum Obscurus.

I find myself in agreement with the Lord General of the Astra Militarum to the importance of the latter: re-taking the Segmentum, or at the very least taking and securing the core worlds, should be our first priority. In addition to the vital Forge Worlds and military infrastructure, we should focus on building upon these planets, both physically and spiritually. Seeing the construction of Shrines to our Glorious Emperor is paramount to bringing the peoples back into the embrace of the Imperium at large. For this purpose, I have approved of several Cardinals’ proposals to send forces in the form of missionaries, materials, and our own volunteer militias to aid in these efforts.

I have also submitted a rough outline of a plan of attack to begin the reclamation of the Segmentum, using those worlds which have yet to succumb to the accursed slaves to Chaos. As of now, they are lone islands of resolution in a vast storm of treachery and anarchy. By focusing our military efforts to link these planets together, we shall in turn strengthen the Crusade, filling the ranks with eager, zealous recruits. Thus, we shall strike back at the accursed traitors and purge their like from the stars. The outline remains as such to allow for a better coordination with the Astra Militarum and the Imperial Navy and their own ideas and input.

The second part of the Crusade is aimed at our own Solar. Whilst we have secured this region of space, there is still much work to be done. The core of the Imperium is still very much vulnerable to the Threat from Without, as well as Within. Though my Cardinals and their servants are hard at work at keeping the Faith amongst the citizens, tremendous effort and time must be spent to accentuate their devotion. Shrines to the Emperor must be built, and the people’s Faith must be realized. This plan is much more solidified, as my agents and missionaries have presented to me the best course of action. With your approvals, Fellow High Lords, Segmentum Solar shall prosper, and set an example to the rest of the Imperium. Their creed shall be as follows: Strength Through Unity; Unity Through Faith.

Not only will we use our growing powers of Faith to cut at the heart of Treachery, we may use it as a Guiding Light, to shine upon the darkness, and root out sedition within our own ranks, further strengthening it from the excising of this cancer of the Imperium. The Adeptus Arbites is recommended to take to this task with renewed Zeal and Righteous Fury.

I trust in your judgements, High Lords, to see through this course of action, so that we may join with the isolated worlds of Mankind in one Solid Belief in the Divinity of the Emperor, Blessed be His Name.

My thanks for your prompt responses, Honorable Lords. I will attempt to be brief, as we all have much to attend to. You all know how dire our situation has become. Our Emperor is betrayed, the Imperium is fractured, and the forces of the Enemy have left naught but destruction and terror in their wake. My Administratum's reports reveal exactly how widespread, and how intense, the damage is. While I cannot, of course, be as effective in my administration as Malcador the Sigilite, I believe I have enough understanding of the situation to begin the processes necessary to safeguard the Imperium effectively.

The most pressing concern at hand is that of the Segmentum Obscurus. Already, the Traitors plan to break out of the Eye of Terror. Their first target are the Belis Corona shipyards. Should they fall, it will be impossible to provide the vessels and logistics support necessary to pacify the Segmentum. As such, I expect our Navy to concentrate it's defenses there, and unless they are countermanded, then orders will reach their designated recipients as necessary.

Ensuring that the Enemy is prevented from escaping the cordon is our second priority. The Imperial Navy is our greatest asset, as it allows for the transport and reclamation of worlds impossible to regain otherwise. Industry must be given over to production and resupply of wartime goods, ships, munitions, and materiel alike. Resources are lacking, at the moment, and those departments less vital to the war effort must make do with what is available until such time as we are able to spare more.

Lord Commander Militant, I must commend you on your analysis of the situation, and agree with your report. The vast majority of shipyards are currently given over to escort production, as secure supply lines are possibly the single most important element of war, and our current levels are far from acceptable. Your men will have their chance to kill for the Emperor. I suspect the more vital portion of your forces will be needed in Segmentum Obscuras, however; rebellious worlds are far more readily handled with the Imperial Guard than those controlled by traitors. Your judgment in this matter is likely to be superior, of course.

Grand Provost Marshal, your work is best left to your supervision, I suspect. I trust you to ensure that the Tithes are being met, as every loyal man and woman's effort is required at this time. Your men will be required in many more places than they are available, of course, but I suspect that the Segmentums Obscuras, Tempestus, and Solar will be those requiring order to be kept most stringently.

Ecclesiarch, while we rarely see eye to eye, in this, at least, we are United, as you say. While I cannot claim to have as much faith as you in the strength of your missionaries, I recognize their importance in these dark times, and expect you to ensure that the citizens of the Imperium are loyal, obedient, and quick to assist in rooting out the corruption we are now forced to deal with. Segmentum Obscurus must be shone the Light of the Emperor, and as wary as I am of its gospel, given its origins, the faster the Imperial Cult spreads, the more secure the Imperium will be.

We have focused on the removal of potentially dangerous and heretical elements within the Segmentum Solar and Segmentum Ultima, and the majority of our secondary targets have been dealt with.
Falling in line with the cases of the other High Lords, I shall begin dispatching Assassin Kill Teams to the Segmentum Obscurus to commence actions against the various hostile forces in the Segmentum. Target priority will be given to Hostile Commanders and Preachers in an attempt to destabilize hostile defences.

Lords,

I apologize for my delay. I have been busy rebuilding Mars, forge by forge, priest by priest. The Hereteks have inflicted damages that have yet to be repaired, here at Mars as well as at other Forge Worlds, which brings me to my first point. The Forge Worlds must be rebuilt. Since the Schism, we have been operating at a fraction of the efficiency that we had before the Heresy. In order to supply you with ammunition as well as titans, I must be given time to bring the Manufactorums back to optimal efficiency. However, with what we have, I should be able to aid you in your crusades.

My second point is that the hereteks who betrayed us MUST be hunted down. If left unchecked, they shall undoubtedly produce blasphemous creations that will wreak havoc on our armies. Lord Militant, as you go about on your crusades, I ask that wherever you find these fiends, you shall deliver them back to the Mechanicus. They have shamed us, and they must be punished for that. Also, if you encounter lost Forge Worlds, I ask that you give special attention to liberating these planets. They will be able to aid you in your war efforts as well as the Imperium as a whole. Be warned though, the traitors will put up a fight.

Therefore, I would like to send some of our own forces to help purge Segmentum Obscurus. I fully dedicate a quarter of all my Skitarii as well as my Titans to reclaim the segmentum. If you have need of further reinforcements, we may discuss the matter.

Greetings High Lords of Terra,

I apologize for my late response.
I stand before you with concern, but with great determination.
The last war left us in shambles and all severely damaged.
To prevent further degradation in the empire we must respond severely and decicively.
However we must ensure that we are prepared, both in mind and material, to do this.
A single mistake can and will backfire right in our face to put it bluntly.

To respond to Commander Militant of the Guard:
Those pirate raids we conduct are to protect our valuable supply lines which, in no small order, supply your men.
If left unchecked the small pirate fleets may prosper. Planets will starve and new fleets will emerge and grow.
This will give us problems on the long run.
At the same time I have sent out orders to hunt down the single small heretic ships that escaped our push.
These operations cost relatively little resources.
Keeping these operations going both ensures that my officers gain new experience, and at the same time buys us time to recover.
I appreciate your need for my ships, but I can not spare enough of them, yet.

On a different note: I need Space-docks to repair my ships, and more of them.
The last war was very costly to all of us, and many of my ships are damaged and in need of repair.
I have had reports of hundreds of ships wayting in line to get their damage repaired or to resupply. Probably both.
This is the case at a significant amount of Space-docks.
Furthermore I need new ships to replenish our losses suffered, and new batches of qualified Naval Officers as many ships have reported losses in that regard. I understand that there are great difficulties in keeping these repair and Dock installations running.
However I need those ships back in action as soon as can be arranged without undue risk. I can not stress this enough.
Every moment they lie in or near space dock is a moment they are vulnerable and are unable to contribute to the rebuild of our Glorious Empire.

In addition, the threat of The Enemy Within is disturbing to say the least. As you said Commander-Militant, these traitors can inflict significant damage to our operational capabilities.
Therefore I suggest that the crew of all ships is checked. A few traitor soldiers can blow up ammo dumps, or a few tanks.
But a traitor ship, even just and escort size one, can obliterate cities and continents in a matter of hours.
Therefore I suggest that a small contingent of inquisitorial envoys is sent to all ships, if not all fleets to search for traitors.
The last thing we need right now is an unchecked escort turning traitor and turning Manufactoria to rubble.

In the coming years we should focus on consolidating our territories, reinforcing our lines of supply and communication and retaking lost worlds.
At the very least prevent the treason to be spread towards other worlds. Especially to the Segmentum Obscurus
To accommodate this I have ordered several escort and light cruiser fleets to reinforce the blockade near Cadia, to be followed with Cruisers and several battleships.
This Larger force is not yet ready as many ships are damaged or already engaged.
I've also sent out several recon fleets to chart the traitorous forces and provide a clear picture of what to expect when possible crusades arrive within the sector.

The situation looks grim gentlemen, but I have no doubt that we shall emerge victoriously through this ordeal.

050.M31; The Past 25 Years.

The past 25 years have been glorious ones for the Imperium. Though it had previously been struggling to recover from the events of the Horus Heresy, the events proceeding between 025.M31 and 050.M31 have shown the galaxy that the Imperium is resurgent and not going to take its near-collapse without a fight.

A handful of crusades broke out across the galaxy, the greatest of which was directed at the Segmentum Obscurus, vast hordes of the Imperial Guard were joined by a full quarter of the Skitarii as the Adeptus Mechanicus lent it's arm towards the conflict meanwhile in the background the Officio Assassinorum worked to covertly eliminate enemy officers of significance, those that could be reached in any case.

As such the Pacification of the Segmentum Obscurus has begun, though it would take longer to complete even so, most of the smaller spot-fires have been put out and the forces of the archenemy are reeling from the initial impact. More tellingly Abaddon was turned back from the Eye of Terror and the Vengeful Spirit itself was crippled as the Imperial Fists, Blood Angels, and a Naval battlegroup including six other Gloriana class vessels engaged with their full might. Regretfully, a pair of Gloriana's were lost in the conflict and the Phalanx itself is now en route to the Imperial Fists Fortress Monastery for repair.

Indeed, the Astartes have all been prominent in their joining of the Crusade into the Segmentum Obscurus doing severe damage to enemy assets wherever they arrive.

Consolidation of the worlds of the Imperium has also proceeded well and the Imperial Guard has managed to prevent several losses due to the Orks.

Internal security also remains high, with so much effort being put behind the Adeptus Arbites and the Inquisition, worlds across the Imperium have been rooting out heretic and traitor cell after cell. Unfortunately, so zealous has it been that it's beginning to cause a modicum of unrest, people suspecting that the Arbites and Inquisition have been simply selecting them at random to fill some unseen quota.

But still, hundreds of thousands of traitorous cells of terrorists were put down in the purges.

Industry however is unable to meet all the demands being asked of it. With the crusades being waged it has been pouring itself into supply needs. Keeping regiments stocked with munitions, weapons and equipment as well as supplying the fleets transporting and fighting.

Gentlemen, it is good to see you all here again. We have made much progress since last we met as one body. The war progresses well and we have made major gains in destroying the forces of Abbadon. We must now look inwards and see to the parts of our empire we have neglected by necessity these last few years.

I would however add a word of caution: the enemy is not defeated and we must not rest on our laurels. We should continue to prosecute the war against chaos and ensure our recent gains are not lost or allow Abbadon to regroup.

My other pressing concern is that my own and the inquisition's efforts to expunge heresy and traitors, though effective, has created some animosity within the populace. We must see that while insurrection cannot be tolerated, their reaction is understandable and we must remember that the populace is not our enemy. Our duty here is to protect them and ensure order so the imperium can function properly.

I will undertake a great work these next 25 years and dedicate a full sixth of my arbites to it. They will oversee the creation of localy raised auxiliary police forces on our worlds under the direct supervision of the adeptus arbites. These men and women will primarily be peacekeepers who are raised from the populace and understand the local people. They will be a more approachable face of imperial law and will assist in appeasing the populace. They will also be invaluable in gathering local intelligence to ensure that any cells rooted out will be legitimate targets and will also provide forewarning to any unrest so it can be addressed before it becomes an issue. We must regain the trust of our people snd show them we are there to protect, and can be trusted.

The arbites of course will not soften their stance and will enforce the lex imperialis where appropriate, and will offer their full support to the inquisition. To the inquisition I do suggest restraint: ensure any cells we destroy are legitimate and do not enflame the people against us.


My budget proposals are as follows:

Expansion: 0 - the time for growth will come.
Security: 7- needed to create auxiliary police
Crusades: 2 - We will hold our gains
Purification: 2 - Suffer no traitor to live
Consolidation: 1 - replenish our losses
Diplomacy: 1 - we must make efforts to pacify the alien
Science Budget: 1 - it is time to relearn what was lost
Industry Budget: 2 - it is time to start rebuilding
