Player reviewed process to throw out matches tainted by a hacker

Would it be possible to implement a system where a player can tag a match for review by fellow players to throw out the loss which effects your ELO if there is evidence of hacking? I had a game just now where the opponent in a 500 point convoy had a Battlecruiser, three Cruisers, four Light Cruisers, and a pair of escorts. You can see what I mean in the screenshot below.

Now I know your staff will be to busy to handle all such things yourself but this player run review process could be given the power to review a match and just negate the loss to the player, then submit the name of the hacker (if proven) to you guys for action at the end of the day or whatever.

If not a review process then perhaps you might give us a way to report hackers in game?

And thus every Eldar battle, just because it was a match against Eldar, is automatically flagged for review and losses are negated by vote of the vast majority of players on the basis of "he played Eldar".

An in-game report option to report a suspected cheater I can understand, but having the community of players choose who should have won or lost is doing nothing but opening it up to abuse by those who are bias against particular factions. The amount of people I've seen rage against people playing Eldar, even if they aren't playing with Pulsars, leads me to believe that leaving it up to the player base to chose is a bad idea.

The people who are allowed to judge could easily be vetted before being allowed to judge matches. The Tindalos staff could take the time to take bunches of people and have them review a practice set of matches as a test. They could also get a private part of the forum to self regulate reports of unfairness in the judging process.

And as for flagging matches just because, you can put in a penalty. If the judges find you flagged a match where not even the suspicion of hacking occurred your ship captains are all executed. If you do it to often then Tindalos staff can be involved in a higher form of punishment.

I'll bring this up with the Developers and see what they think. Most likely if this were to become reality, Focus would set up a group of 40 odd players who would have access to watching these matches and making decisions. Something like a match would be put online and the players could check the matches for anything they can describe as cheating. After the match they can vote and after 15 votes are tallied the majority of votes decides if the person cheats etc.
