The escorts are fine, but they could use a feature to make them more appealing. First thing is, you will most of the time prefer having as most ships as you can, and the escorts are only here to fill the points. Eldar have 2 favors which nullify their main weakness- lightning strikes. Troop strength on Eldar ships with crew skills is 59, favors increase that by 33% or 50%. There is no custom skirmish because then nobody would bother with persistent fleets. Persistent fleets are there to increase player retention - you are less likely to abandon a game in which you invested much effort unlocking new stuff. It is a gimmick MMOs use.
