Fluff has nothing to do with game balance though. Even original TT stats are a proof for that. Besides, I always considered 40k fluff to be ridiculous, especially when it comes down to spess mehrenes. It's easier to just think of it as imperial propaganda. Gauge manoeuvres would completely counter the ability when allowed since chaos light cruiser for instance has 450 speed with boost. Cutting it down to 350 would still allow it to kite easily and outlast the slowdown duration. And higher duration is also ok imo - yes, you can chain spam it, but what ...

I think imps are more or less ok. They do just fine vs chaos and while orks might be problematic, its not as bad as some make it out and often comes down to imp players not being able to adapt their playstyle.

Makes sense, with a few corrections:

-Combustion manoeuvres should not be available while under the effect of the beam as well.
-I'd probably buff the duration, since it's much weaker than current taunt, smth like 25 sec.

This post is strongly biased towards imperials. The only suggestion I can agree with is the Shock Kannon change.

How about you also take +50 speed and still be faster than orks? I do agree that imperials are in a bit of an awkward position right now, since they need different builds vs orks and chaos, while the latter can pretty much do their own thing in most matchups. There's not much that can be done about ...

You have to account for the fact that that this is a single gun with a single shot per 12 sec, so you only get 5 crit rolls per minute. Many other batteries have much lower crit, but also much higher ROF and number of hits meaning more rolls. That been said, crit rate might be bit too high after all...
