Retribution is very good for PvE. Turn upgrade, Ramming, and AP Macros makes it a beast for all types of missions. In the campaign, you fight mostly against Chaos - the Emperor is way too slow to bring to most mission types (esp Planetary Defense). You end up with an under-leveled BB for the endgame...

Boarding defense doesn’t matter for Data retrieval. If you get boarded, they just steal the data 100% of the time. Fleet upkeep could be a percentage of your fleet points still in space dock. The more points you leave at home, the more maintenance you incur.
